So I've had horrible network performance and web browsing on my fairly new MacBook Pro for the past six months or so. I couldn't figure out what was wrong until I found this quick fix. Open Terminal and perform these two commands. You'll need to authenticate with the second command.
cd /Library/Preferences/
sudo rm -rf SystemConfiguration
...
